In a bid to expedite compliance of telecom service providers with the Hon. Supreme Court's order dated 6th February regarding linking of Aadhaar card with mobile number and reverification process of mobile users, the Department of Telecommunications (DoT) issued a comprehensive instruction on Wednesday.

Sub:- Revision of rates of Training Allowances and abolition of Sumptuary Allowance for Training Institutes.
Kindly refer to Ministry of Railways’ letter Nos. E(MPP)/2005/13/2 dated 22.08.2005 (RBE No. 139/2005) followed by E(MPP)/2008/3/18 dated 20.10.2008 (RBE No. 156/2008) wherein Ministry of Railways had communicated that the training allowance is to be paid @ 30% and @ 15% of the basic pay to the faculty members, for imparting training to Group ‘A’ Officers and to Group ‘C’ & ‘D’ staff respectively on Centralised Training Institutes and various other training Centres on Indian Railways, respectively.

Subject: Fixation of Pay and grant of increment in revised pay structure clarification – regarding.
The matter regarding fixation of pay under 7th CPC in respect of employees promoted between 1st day of January and the date of notification of CCS(RP)Rules 2016 and methodology to be adopted in such cases has already been furnished by HQrs vide letter bearing No. AN/XIV/14164/7th CPC/Corr/Vol-I dated 8.09.2016. Further, on receipt of Dept of Expenditure OM dated 29.09.2016 , the same was circulated to all controllers for necessary action regarding re fixation of pay in such cases. Also , references on above subject received from Controllers was suitably replied in the light of above orders.

Clarification Regarding 7th CPC Minimum Pay & Fitment Factor
Recently a news on Minimum Pay Increase was doing the rounds on social media. Increasing of Minimum Wage from Rs.18000 to Rs.21000 is speculated is some websites and it went viral in social media. But there was no any substantial evidence or facts has been so far posted in any website to prove this information is correct.

7th Pay Commission Minimum Pay and Fitment Factor – Govt may consider the demand of Staff Side for increasing the Minimum Pay of Rs. 18000 and fitment factor of 2.57
Financial Express reports that Minimum pay of Rs. 21,000 and Fitment Factor of 3.00 may be recommended by 7th CPC Anomaly Committee during the meeting fixed in October 2017.
The Central government employees have a reason to rejoice as the Modi government is likely to increase their minimum basic pay from Rs 18,000 to Rs 21,000 per month soon. According to media reports, the National Anomaly Committee (NAC) is likely to meet next month for reviewing the basic pay structure and may recommend a hike in the minimum basic pay from Rs 18,000 to Rs 21,000 per month as against the current demand of getting it increased to Rs 26,000. Here are five things to know about this development:
