Ref: Board’s letter of even no. dt. 27.04.2016 & 14.3.2017

Kindly refer to Board’s letter under reference regarding grant of Extra Ordinary Leave for Probationers. Some of Probationers had challenged Board’s instructions referred above and in an OA filed with the Hon'ble CAT, direction has been given to the respondents to grant leave. as may be applied by the applicants. Hence, in order to ensure clarity and uniformity in the matter of grant of leave to the Probationers in all the CTIs. in view of Court’s order, Board has decided as follows:

i) Probationers who have taken EOL for one year will be covered by the circular dt. 27.4.16.  However, following would be applicable for Probationers who have availed EOL for appearing in CSE/ESE 2017:

a) Probationers who have not cleared the Preliminary Examination 2017 may be allowed to join the CTls/NAIR, as the case may be, after filling Declaration ‘B’ of Board’s letter dt. 27.04.2016.
b) Probationers who have cleared the Preliminary Examination 2017 shall appear for the Main Examinations while on EOL already sanctioned.

Over 10,000 Employees To Be Redeployed As SBI Trims Staff

SBI has said that there would be some actual reduction in headcount along with re-assignment of the roles, but ruled out lay-offs.


So far SBI has merged 594 branches
Five of State Bank of India or SBI’s associate banks and Bharatiya Mahila Bank became part of the country's largest bank beginning 1 April. That pushed SBI in the ranks of the top 50 banks in the world. Following the merger, the total customer base of SBI increased to 37 crore with a branch network of around 24,000. In a bid to rationalise personnel costs, the combined entity has reduced its workforce by 6,622 in the quarter, owing partly to its Voluntary Retirement Scheme (VRS) and retirements. The bank also said that about 10,600 employees from its administrative offices and branches will be redeployed in other roles

Subject: Recommendations of the Seventh Central Pay Commission —Implementation of decision relating to the grant of Children Education Allowance.
Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission on the subject of Children Education Allowance Scheme, the following instructions are being issued in supersession of this Department’s OM dated 28-4-2014 :-


(a) The amount fixed for reimbursement of Children Education allowance will be Rs.2250/-pm.

(b) The amount fixed for reimbursement of Hostel Subsidy will be Rs. 6750/-pm.

(c) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance.

(d) The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. The allowance will be double for differently abled children.

Magill, an employee with the University of Virginia’s Alderman Library, suffered a stroke Tuesday that may be related to injuries he sustained in a violent melee with white supremacists on the university’s Lawn Friday night, a friend of his family confirmed Wednesday.


Mr. Magill was admitted around 10 a.m. Tuesday to the university’s medical center, where doctors found that his carotid artery was partially dissected, causing a clot that resulted in a stroke, Mr. Magill’s wife confirmed to The Chronicle through a family friend. Doctors at the medical center suspect that the stroke is the result of blunt force trauma to the neck, the source told The Chronicle.

New Delhi, the 14th July, 2017 

S.R.O. 22(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Army Pay Rules 2017, namely:—

1. (1) These rules may be called Army Pay (Amendment) Rules, 2017

(2) They shall be deemed to have come into force on the 1st day of January, 2016.

2. In the Army Pay Rules 2017, -

(i) In rule 3, in clause (g), the following Note shall be inserted, namely:—

Note: “In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC.

(ii) In the Schedule, for Part ‘A’ the following Part shall be substituted namely: - “PART A”.

7th CPC, Allowances, OROP: Listing initiative for welfare of Armed Forces & Ex-servicemen by Def Minister

The comments assumed significance as armies of India and China are locked in a face-off in Dokalam for the past eight weeks. The defence minister was addressing the armed forces personnel in a customary radio broadcast on the eve of the 71st Independence Day.

Hailing sacrifice of the armed forces, Jaitley assured them that the government will do all that is necessary to keep their morale high and to meet their functional requirements. Listing initiatives for welfare of the security personnel, he said the government has taken decision on recommendations of the 7th pay commission on allowances, which will benefit 14 lakh personnel.

He said rates of Siachen allowance for extreme risk and hardship has been increased from Rs14,000 per month to Rs30,000 per month while counter insurgency operations allowance was increased from between Rs3,000 and Rs11,700 per month to between Rs6,000 and Rs16,900 per month.

He said territorial army allowance has been hiked from between Rs175 and Rs450 per month to Rs1,000 and Rs2,000 per month. Jaitley said the benefits of One Rank One Pension (OROP) scheme started reaching the ex-servicemen and families since last year.

“Till 10 July this year, a sum of Rs4,156 crore and Rs2,385 crore have been paid towards first and second instalments of OROP arrears to around 20,40,000 Ex- Servicemen/family pensioners and 15,93,000 Ex-Servicemen respectively.

S.R.O. 24(E).— In exercise of the powers conferred by Section 184 of the Navy Act, 1957 (62 of 1957), the Central Government hereby makes the following regulations to amend the Navy Pay Regulations, 2017, namely: -

1. (1) These regulations may be called Navy Pay (Amendment) Regulations, 2017 

(2) They shall be deemed to have come into force on the 1st day of January, 2016.


(i) In regulation 3, in clause (g), the following Note shall be inserted, namely: -

Note: “In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC.

(ii) In the Schedule, for Part ‘A’ the following Part shall be substituted namely: - “PART A”

S.R.O. 23(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Air Force Pay Rules, 2017, namely: -

1. (1) These rules may be called Air Force Pay (Amendment) Rules, 2017

(2) They shall be deemed to have come into force on the 1st day of January, 2016.

2. In the Air Force Pay Rules 2017, -

(i) In rule 3, in clause (g), the following Note shall be inserted, namely:—

Note: “In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC.
