Soon, one-page form for birth, death certificates

Applications for majority of services such as birth or death certificates will soon be simplified and converted into one-page form format, the government announced on Friday.

Union Minister Jitendra Singh also unveiled a single-page application form for pensioners on a day being observed as ‘good governance day’.

Govt to Increase Maternity Leave from 12 to 26 weeks

The union government is set to increase the maternity leave for women employed in private firms from the existing 12 weeks to 26 weeks.

Women and Child Development Minister Maneka Gandhi Monday said the Ministry of Labour has agreed to increase maternity leave to six-and-a-half months. “We had written to the Labour Ministry asking that the maternity leave be extended taking into account the six months of breastfeeding that is required post childbirth. The Labour Ministry has agreed to increase it to six-and-a-half months,” said Maneka.

Person With Disabilities in Central Government – 7th Pay Commission Recommendations

The government provides three percent reservation in jobs for PWDs. Apart from this reservation at the entry stage, DoPT has issued instructions regarding identification of jobs, post-recruitment and pre-promotion training, providing aids/assistive devices, accessibility and barrier free environment at work place, preference in government accommodation, grievance redressal, and preference in transfer/posting for PWDs. In a recent notification, a provision has been made for ten years’ (fifteen years in case of SC/ST and thirteen years in case of OBC candidates) relaxation in the upper age limit for direct recruitment to civil posts/services under the Central Government.

Moreover, there are certain special entitlements as given below:
i. Special Allowance for Child Care for Women with Disabilities at the rate of ₹1,500 pm;

Sub: Guidelines on Air Travel on Tour / LTC


Sir/Madam, During the audit on the accounts of Regional Offices and Kendriya Vidyalayas, the audit parties observed that the officers entitled for travel by Air have booked their Air Tickets through private travel agencies, which is not in order as per the extant orders and have also objected to it.

As per the Government of India guidelines, Air Tickets may be purchased directly from offices of the Air India ( at Booking counters/website of Airlines) or by utilizing the services of Authorized Travel Agencies namely M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC (to the extent IRCTC is authorized as per DoPT’s OM No.311011/6/2002-Estt.(A) dated 02.12.2009).

The same procedure should be following for booking the Air Tickets for performing the Leave Travel Concession travel facility.

No More Affidavits, Interviews For Central Govt Jobs

Path-breaking initiatives like discontinuation of affidavits for host of government services and ending job interviews for various posts from January 1 among other initiatives kept the Ministry of Personnel in news during 2015.

NEW DELHI: Three senior officials of Delhi Government's Transport department were suspended today for alleged irregularities in distribution of Letters of Intent for new autorickshaws.

The officials -- identified as S Roy Biswas, Deputy Commissioner, Manish Puri, Inspector, and Anil Yadav, UDC -- were placed under suspension with immediate effect following a high-level meeting, chaired by Chief Minister Arvind Kejriwal, at 8 am.

Later, Deputy Chief Minister Manish Sisodia said the matter would be handed over to the CBI. "The matter would be handed over to the CBI. This govt can not tolerate corruption at any level," Mr Sisodia tweeted.

100 Per Cent Salary Hike Only If MPs Devote Full Time To Parliament: Nariman

NEW DELHI: Commenting on the demand of lawmakers demanding 100 per cent hike in their salary, distinguished Indian Constitutional expert Fali Sam Nariman on Saturday said they would be entitled even to 100 per cent salary increase, provided that they gave all their time to Parliament.

"In England, Parliament sits throughout the year, except for a few weeks here and there, because there is no provision, in England or in America, for an ordinance. In India, we have under our constitution, a provision for an ordinance, which is lawmaking during recession of Parliament, and that is why our Parliament only sits for 80, 90 or 100 days in a year," he said.

नयी दिल्ली. रेलवे को 2015 में लक्ष्य से कम राजस्व प्राप्ति और वेतन आयोग के सिफारिशों के असहनीय बोझ की आशंका से जूझना पड़ा, जबकि उम्मीद है कि अगले साल दोनों मुद्दों का समाधान कर लिया जाएगा.

रेलवे की आय, हालांकि, 10 दिसंबर तक पिछले साल के मुकाबले 6.67 प्रतिशत बढी, लेकिन राजस्व प्राप्ति लक्ष्य से कम रही. रेलवे की आय 10 दिसंबर तक 8.8 प्रतिशत घटकर 1,11,834.32 करोड़ रुपए रही जबकि लक्ष्य 1,22,639.16 करोड़ रुपए था.

There are various reports in the media about the impact of the 7th CPC recommendations on the common man and the government resources at large, the reports suggest that additional amount of Rs one lakh crores of public money has been spent for implementation of the 7thCPC recommendations for 35 lakhs central Government employees, Perhaps the strongest criticism of Pay Commission awards is that they play havoc with government finances and also state government demand support to implement the 7th CPC recommendations. At the aggregate level, these concerns are somewhat exaggerated and which is totally wrong.

सांसदों का वेतन दोगुना करने की तैयारी

सांसदों का वेतन बहुत जल्द दोगुना हो सकता है। संसदीय मामलों के मंत्रालय ने यह प्रस्ताव रखा है। यह फिलहाल वित्त मंत्रालय के पास है। यहां से मंजूरी के बाद आगामी बजट सत्र में इसे संसद में पेश किए जाने की संभावना है। प्रस्ताव के लागू होने के बाद दोनों सदनों के सांसदों का वेतन 50 हजार से बढ़कर एक लाख रुपए हो जाएगा। ऑफिस और संसदीय क्षेत्र का भत्ता 45 हजार से 90 हजार रुपए हो जाएगा। 

इस तरह सांसदों को हर महीने 2.80 लाख रुपए मिलेंगे। पेंशन प्रस्ताव को भी 20 हजार से 35 हजार रुपए किया गया है। हालिया संसद सत्र में सांसदों के प्रदर्शन के बाद सरकार का मानना है कि उन्हें इतना वेतन तो मिलना ही चाहिए। सूत्रों का कहना है कि ज्यादातर सांसद बेसिक सैलेरी बढ़ाए जाने के इच्छुक नहीं हैं। शेष|पेज 9 

क्योंकि इससे वे आयकर के बड़े दायरे में आ जाएंगे। वे चाहते हैं कि उनका भत्ता जरूर बढ़े। उधर, वित्त मंत्रालय का कहना है कि वह इस मामले को सरकारी कर्मचारियों के वेतन आयोग से जोड़कर हर पहलू को परखना चाहता है। गौरतलब है कि इससेपहले 27 अगस्त 2010 में सांसदों की सैलरी बढ़ाकर 1.30 लाख की गई थी। 

पीएम का वेतन कैबिनेट 

सचिव से डेढ़ गुना ज्यादा 

प्रस्ताव के मुताबिक, प्रधानमंत्री का वेतन कैबिनेट सचिव की तुलना में डेढ़ गुना ज्यादा होगा। केंद्रीय मंत्रियों का वेतन कैबिनेट सचिव से 10,000 रुपए ज्यादा और सांसदों का वेतन केंद्र सरकार के सचिव से 1,000 रुपए ज्यादा होगा। इसके पहले 2010 में सांसदों की वेतनवृद्धि की गई थी। 

और भी कई सुविधाएं 

  • मिनिस्ट्री सांसदों की सैलरी बढ़ाने के संयुक्त समिति की सिफारिशों से तो सहमत है ही, इसके अलावा कार और फर्नीचर लोन भी बढ़ाया जाता है। अभी कार लोन के लिए 4 लाख दिए जाते हैं। 
  •  सांसदों की सैलरी का यह प्रस्ताव मंजूर कर लिया जाता है तो उनकी सैलरी अपने सेक्रेटरीज से ज्यादा हो जाएगी। यह सिफारिश भाजपा सांसद योगी आदित्यनाथ की समिति ने की हैं।

7वां वेतन आयोग: यूपी समेत पांच राज्यों ने की देरी से लागू करने की मांग

आर्थिक संकट झेल रहे पांच राज्यों ने केंद्र सरकार से गुजारिश की है कि सातवें वेतन आयोग की सिफारिश लागू करने में जल्दबाजी न करे और इसे देरी से लागू करे. यूपी समेत पांच राज्यों ने इस बाबत केंद्र सरकार से गुहार लगाई है.

आपको बता दें कि केंद्र द्वारा लागू वेतन आयोग की सिफारिशों को राज्य सरकारों को भी कमोबेश उसी रूप में लागू करना ही पड़ता है.

HC asks insurer to pay Rs 30L to ONGC employee’s kin

The HC said the compensation was resonable and fair
The Bombay High Court recently upheld an order by a district court directing an insurance company to pay Rs 30 lakh to the family of an ONGC employee, who died in an accident in 1999.

Kaushal, then 32, was an MBA graduate working as accounts officer with the Oil and Natural Gas Corporation in Panvel taluka. In December 1999, he was injured when a truck rammed into the mini bus he was travelling in. He died on the way to the hospital.

He drew a salary of Rs 25,000 and his family claimed an insurance of Rs 60 lakh from the New India Insurance Company.

The insurance company, however, denied all liability and blamed rashness and negligence on the part of the truck driver.

In cases the pension/family pension of old pensioners has been fixed/revised without rounding off the additional pension, in those cases also, the additional pension may be rounded off in the next higher rupee hereinafter. However, no arrears for the period from 1.1.2006 on account of such rounding off would be paid in those cases.

Bonus calculation ceiling revised from April 2014 – Arrears of bonus likely

The Lok Sabha on Tuesday passed a bill allowing doubling of wage ceiling for calculating bonus to Rs 7,000 per month for factory workers with establishments with 20 or more workers, with the benefits being applicable retrospectively from April 2014.

CAT Refuses To Grant Relief To Suspended IPS Officer Gajbhiye

In an interim direction, the Cuttack bench of Central Administrative Tribunal (CAT) today directed suspended IPS officer Satish Kumar Gajbhiye to put forth his objections and point of view before the state government within two weeks. 

The state government was also directed to dispose of representation of Gajbhiye, who was suspended in August this year for alleged police excesses on public during a demonstration in Kendrapara, within two months.

NEW DELHI: The Delhi government has issued a notification for setting up of a Commission of Inquiry, headed by former Solicitor General Gopal Subramanium, to probe alleged corruption in Delhi and District Cricket Association (DDCA) between 1992 and 2015, and asked it to submit its report within three months.

59 IAS officers sent back to parent state cadres before completing terms at Centre

NEW DELHI: The Narendra Modi government has repatriated 59 IAS officers to their parent state cadres ahead of completion of their central deputation terms, the Lok Sabha was informed on Wednesday.

"The shifting of officers between states and the Centre is an ongoing process. As on December 17, 2015, about 59 IAS officers appointed under Central Staffing Scheme have been prematurely repatriated to their respective cadres since May, 2014," minister of state for personnel Jitendra Singh said in a written reply to a question.

नई दिल्ली। लोकसभा ने मंगलवार को बोनस की पात्रता सीमा 10,000 रुपये मासिक वेतन से 21,000 रुपये करने और उसकी गणना की सीमा 3,500 से 7,000 रुपये करने के प्रावधान वाले विधेयक को ध्वनिमत से पारित कर दिया। अगले सत्र में इसके राज्यसभा से भी पारित होने की प्रबल संभावना है। जिसके बाद यह कानून की शक्ल ले लेगा।

इससे पूर्व केंद्रीय श्रम मंत्री बंडारू दत्तात्रेय ने बोनस भुगतान (संशोधन) विधेयक, 2015 पर हुई चर्चा का जवाब देते हुए कहा कि इस बिल के कानून बनने पर उसे एक अप्रैल, 2014 से लागू माना जाएगा। श्रम मंत्री ने कहा कि सरकार श्रमिकों के वेतन, रोजगार और सामाजिक सुरक्षा सुनिश्चित करेगी। कामगारों के अधिकारों का कोई उल्लंघन नहीं होगा। सरकार उनके हितों के लिए काम करेगी।

Lok Sabha during next week will take up The Payment of Bonus (Amendment) Bill, 2015 – PIB Report

As Winter session enters final lap, Rajya Sabha to take up some pending Bills
18 Bills with allotted discussion time of over 43 hours on unfinished agenda for Rajya Sabha
Upper House to discuss role of Arunachal Pradesh, price rise
Lower House to take up Payment of Bonus and National Waterways Bills
12 Bills passed and 6 introduced in Lok Sabha during this session so far; 1-0 in Rajya Sabha
                With only 3 sittings left next week for the current Winter session of Parliament and hardly any legislative business transacted in Rajya Sabha so far, the All Party meeting convened by the Chairman of Rajya Sabha on Friday this week raised the prospects of passage of some of the pending Bills in the Upper House during the remainder of this session.
                A total of 18 Bills for which the Business Advisory Committee of Rajya Sabha has allotted a total of 43.50 hours for discussion is on the unfinished agenda of the House. Of these, the House is likely to take up The Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts Bill, 2015, The Arbitration and Conciliation (Amendment) Bill,2015, The Atomic Energy (Amendment) Bill,2015, The Appropriation Bills pertaining to Supplementary Demands for Grants (General) for 2015-16 and Excess Demands for Grants (General) for 2012-13, all passed by the Lok Sabha during this session and The Whistle Blower Protection (Amendment)  Bill,2015, The Juvenile Justice (Care and Protection of Children) Amendment Bill,2015, as passed by the Lok Sabha earlier and The Child Labour (Protection and Regulation) Amendment Bill,2012, on which the Standing Committee presented its Report in December,2013.
                Rajya Sabha is also likely to discuss next week the role of Governor of Arunachal Pradesh as agreed to by the Government at the All Party Meeting besides growing intolerance endangering the unity and diversity of the country and prices of essential commodities and food grains.
                Lok Sabha during next week will take up The Payment of Bonus (Amendment) Bill,2015 and The National Waterways (Amendment) Bill,2015 for which discussion time of 2 and 3 hours respectively has been allotted.
                Besides, the Lower House will take up short duration discussion on the situation in Nepal and the State of Indo-Nepal relations and resume discussion on Sustainable Development Goals, which was part discussed during the last session.
Work done during Winter session so far
                During the current Winter session that commenced on November 26th, 12 Bills have been passed  by Lok Sabha while 6 new Bills have been introduced.
                Bills Passed were : The Carriage by Air (Amendment) Bill,2015, The Bureau of Indian Standards Bill,2015, The High Court and the Supreme Court Judges (salaries and Conditions of Service) Amendment Bill,2015, The Indian Trustees(Amendment)  Bill,2015, The Industries (Development and Regulation) Amendment Bill,2015, The Negotiable Instruments (Amendment) Bill,2015, The Atomic Energy (Amendment) Bill,2015, Discussion and Voting on Supplementary Demands and Excess Demands for Grants and the related Appropriation Bills, The Sugar Cess (Amendment) Bill,2015, The Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts (Amendment) Bill,2015 and The Arbitration and Conciliation (Amendment) Bill,2015.
                All the 6 new Bills introduced relating to arbitration and conciliation, commercial jurisdiction of High Courts, atomic energy, payment of bonus to workers, industries and sugar cess were passed by the Lok Sabha.
                Lower House held two day special discussion on commitment to the Constitution the occasion of 125th Birth anniversary of Dr.BR Ambedkar besides taking up issues of intolerance, floods in Tamil Nadu and Andhra Pradesh, drought situation in the country and price rise.
                Three suo-moto statements were made in the house by the concerned ministers regarding the visit of External Affairs Minister to Islamabad, initiatives relating to road transport and highways for regional connectivity with focus on North-East and climate change.
                On the other hand, Rajya Sabha passed only Bill pertaining to Negotiable instruments while no new Bills were introduced in the House during the ongoing winter session so far.
                The Upper House discussed commitment to the Constitution, floods in Tamil Nadu and Andhra Pradesh and Indo-Nepal relations. External Affairs Minister made a  suo-moto statement on her visit to Islamabad.

Chandra Appointed New CBDT Member

New Delhi,  Senior IRS officer Sushil Chandra today took charge as a member of the Central Board of Direct Taxes CBDT, the policy-making body of the Income Tax department.

Chandra, a 1979-batch Indian Revenue Service officer, was till recently posted as the Principal Chief Commissioner of Income Tax in Ahmedabad and was heading the Gujarat region.

With his posting, the CBDT is in full strength now.

R.K. Mathur appointed as CIC




Former Defence Secretary R.K. Mathur has been appointed as Chief Information Commissioner (CIC), breaking away from the convention of appointing the head from among the serving Information Commissioners.

The post had fallen vacant after Vijai Sharma completed his tenure on December 1.

“R.K. Mathur has been selected as Chief Information Commissioner,” Minister of State for Personnel Jitendra Singh told PTI.

He will have tenure of about three years, till he attains the age of 65 years.

CBEC’s ACES Software Mired In ‘Skewed Utilisation': CAG

NEW DELHI: Flagging the issue of "skewed utilisation" of ACES software deployed by CBEC to improve efficiency of indirect tax administration, the Comptroller and Auditor General of India today said no review of the application was done even after five years of implementation. 

The Automation of Central Excise and Service Tax (ACES) software was initially rolled out at the Large Tax Payer Unit Commissionerate in Bengaluru in December 2008 and subsequently implemented across the countr ..
