Subject: Cases of promotion taking place in the pre-revised pay structure between 1.1.2006 and the date of notification of CCS(RP) Rules,2008 and the subsequent merger of the pre-revised pay scales of the promotional and the feeder posts in a common Grade-fixation of pay- Regarding.
The undersigned is directed to say that consequent upon coming into force of the CCS(RP) Rules, 2008, which were notified on 29.8.2008 but are effective from 1.1.2006, fixation of pay on promotion on or after 1.1.2006 is carried out as per Rule 13 thereof. This Rule is invoked only in cases of promotion from one Grade Pay to another in the revised pay structure.

Bonus orders 2015 – Ad-hoc Bonus for Rajasthan Govt Employees

Following the Central Government, the State Government of Rajasthan has declared ad-hoc for its employees a head of Deepavali festival. The Finance Department issued orders for granting ad-hoc bonus equivalent to 30 days emoluments at the maximum ceiling of 3500.

Consumer Price Index for Industrial Workers (CPI-IW) – September, 2015
The All-India CPI-IW for September, 2015 increased by 2 points and pegged at 266 (two hundred and sixty six). On 1-month percentage change, it increased by (+) 0.76 per cent between August and September, 2015 which was static between the same two months a year ago.
The maximum upward pressure to the change in current index came from Food group contributing (+) 1.78 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Moong Dal, Urd Dal, Mustard Oil, Onion, Cauliflower, Green Coriander Leaves, Potato, Tea (Readymade), Sugar, Electricity Charges, Private Tuition Fee, Flower/Flower Garlands, etc. are responsible for the increase in index. However, this increase was restricted by Wheat, Fish Fresh, Poultry (Chicken), Eggs (Hen), Apple, Coconut, Tomato, Petrol, Washing Soap, etc., putting downward pressure on the index.
The year-on-year inflation measured by monthly CPI-IW stood at 5.14 per cent for September, 2015 as compared to 4.35 per cent for the previous month and 6.30 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.71 per cent against 3.55 per cent of the previous month and 6.46 per cent during the corresponding month of the previous year.
At centre level, Chhindwara reported the highest increase of 10 points followed by Varanasi (9 points), Pune, Tripura, Jalpaiguri and Bhilwara (6 points each). Among others, 5 points rise was observed in 5 centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 16 centres and 1.point in 19 centres. On the contrary, Goa recorded a maximum decrease of 4 points followed by Ernakulam 3 points. Among others, 2 points decrease was observed in 4 centres and 1 point in 2 centres. Rest of the 9 centres’ indices remained stationary.
The indices of 36 centres are above All India Index and other 42 centres’ indices are below national average.
The next issue of CPI-IW for the month of October, 2015 will be released on Monday, 30th November, 2015. The same will also be available on the office website www. labourbureau.gov. in.

Indian Audit and Accounts Department proposes to frame Recruitment Rules (RRs) for the posts of Data Processor (Grade Pay Rs. 4600) and Senior Data Processor (Grade Pay Rs. 4800) hereinafter referred as Data Entry Operator Grade E' and Data Entry Operator Grade 'F'. From January 1 next year, there will be no requirement of interview for Group D,C and B non-gazetted posts in central government, Prime Minister Narendra Modi announced Sunday as part of efforts to put an end to the menace of corruption in jobs.

In his monthly radio programme ‘Mann Ki Baat’, he recalled that he had suggested in his Independence Day address that the practice of holding interviews for recruitment at lower levels in governments could be done away with.

2. The Directorate of Income Tax (Systems) is going to roll out ITBA Phase-2, which includes the PAN module. To access PAN module under ITBA system by new as well as existing ITD users, name based email id is mandatory to receive credentials of login. Reference may be made to earlier instructions (ITBA Instruction No. 6 dated 19/08/2015) in this regard on the subject of creation of new name based email ID.

3. Over 2000 AOS/ITD Users have been identified who do not having name based email id to receive login credentials and, therefore, may not be able to access the new PAN module under the ITBA system. To speed up the process, name based email ids have been created based on the details available in the system and provided to respective CIT(CO) on their official email id.

4. All ADS/Users who do not have name based email id require access to the ITBA-PAN module may kindly contact respective CITlCO) for obtaining the password for the assigned name based email id. For this purpose, RCC user would have to obtain the user’s Tarang mobile number and select Reset password after updating Tarang mobile through the “Name Based Email ID" interface available in HRMS application. May kindly note that without valid Tarang mobile number, email password would not be communicated. In case name based email id is not assigned, RCC user would process for new email id as per ITBA instruction No. 6 dated 19/08/2015.

5. After receiving name based email id and password, AOs/Users need to follow below steps to access ITBA-PAN module:

  •  Step 1: Open ITBA system in web browser (U RL=itba.incometax.gov.in)
  •  Step 2: Click on Forgot Password
  •  Step 3: Enter UserlD (”U" followed by the Employee ID} in User Login box and click on  Submit button. The new ITBA password would be sent on user’s name based email id 
  •  Step 4: Open income tax webmail in web browser (URL=webmail.incometax.gov.in)
  • Step 5: Type name based email id {without @incometax.gov.in) as Username and Password. After Authentication, Ao can view the new password for ITBA portal. Ao may note down new ITBA password.
  • Step 6: For security reason, Ao should change the system generated password of  rovided email id. To change email password, please select Options->GlobaI->Change password.
  • Step 7: Ao can then open ITBA system (URL=itba.incometax.gov.in). Enter UserlD & ITBA Password provided in email and BSA number and click on login button. System would prompt {user to change the system generated ITBA password, please follow steps and login again with changed ITBA password. After successful authentication, user would be able to see PAN option in the ITBA system to open PAN module.
6. For any clarifications/difficulties, user may be advised to contact helpdesk of ITBA.

Indian retirement system ranks last in global pension index: Mercer report

The Indian retirement system has been ranked last in the global pension index, according to a Mercer report. Denmark has been rated as the country with the best retirement system globally, while Australia, Germany, Japan, Singapore and the UK have increased their pension age to offset the increase in life expectancies.

Subject:- Data on the representation of Other Backward Classes in Central Government Services – Meeting taken by the Parliamentary Committee of Welfare of Other Backward Classes held on 14.10.2015.

The undersigned is directed to say that an online portal rrcps.nic.in already exists for uploading information on the representation of SCs, STs, OBCs and Persons with Disabilities. This information is obtained on annual basis as of 1 st January of each year.

2. During the Sitting of the Parliamentary Committee of Welfare of Other Backward Classes held on 14.10.2015, Member Secretary of the National Commission for Backward Classes had pointed out to the Hon’ble Committee that in connection with formulation of a report on creamy layer, NCBC had requested all Departments/Ministries through Department of Personnel & Training to provide the information in a format prescribed by them, but the same was still awaited.

3. The Hon’ble Chairman and other Hon’ble Members of the Committee expressed dissatisfaction over low representation of OBCs in Central Government services and directed DoP&T to collect data sought by NCBC and submit to the Committee urgently.


4. It is, therefore, requested that the data, in the enclosed format, relating to appointment of OBCs in the Ministries/ Departments be provided by 30.10.2015 (by mail and also by letter/fax) . The data should also be provided
in respect of the attached and subordinate offices under their administrative control, in the enclosed format

5. The Hon’ble Committee has indicated that delay in submission of the information would be taken seriously by them.

6.In view of the directions of the Parliamentary Committee, the requisite information may be sent in this regard by 30.10.2015. If there are any genuine difficulties in providing the data within the prescribed time limit, the specific reasons for the delay and the likely date by which the same will be made available be informed to this Department.
