Subject: Payment of Productivity Linked Bonus to Civilian Employees of Defence Production Establishments for the year 2013-14
Madam/Sir,
I am directed to refer to this Ministry’s Letter No. 48(4)/98/D(B&C) dated 27th July, 2000 on the above subject and to convey the sanction of the President to payment of Productivity Linked Bonus for the year 2013-14 equivalent to 40 days wages to the eligible employees in Defence Production Establishments as mentioned therein with an overall ceiling of wages of Rs. 3500/- per month.
2. The casual labour who has worked for at least 240 days, in each year, for 03 years or more, will be eligible for this PLB payment. The amount will be paid on a notional monthly wages of Rs. 750/-. In case where the actual emoluments fall below Rs. 750/- per month, the amount will be calculated on actual monthly emoluments.
All payments under these orders will be rounded off to the nearest rupee.
3. The above sanction is subject to the following conditions:-
(a)OFB will submit a Monthly Status report on the progress achieved to review the formula for calculation of PLE3 which otherwise would have been reviewed after three years from implementation i.e. from the accounting year 1999-2000.
(b)GMs of each of the respective factories should submit the Certificate regarding standard man-hours for jobs whenever there is a change in production processes or when new labour saving machines are introduced, incorporating the following details:-
(i) Standard Man Hours .before the installation of CNC Machines.
(ii) Standard Man Hours after the installation of CNC Machines.
(iii) Difference between the above two leading to savings in Standard Man Hours.
In the event of more than one CNC Machine being installed on two different occasions, each time figures are to be updated for additional subsequent addition of CNC Machine.
4. The expenditure will be debited to Major Head 2079 of the Defence Services Estimates (Ordnance Factories).
5. This issues with concurrence of Ministry of Finance and MoD (Finance Division) vide their Dy. No. 471/IF/DP-I dated 23.09.2014.

Subject:- Procedure for booking of air-tickets on LTC- Clarification reg.
The undersigned is directed to refer to the conditions laid down by this Department’s O.M. No. 31011/4/2014-Estt.(A.IV) dated 19th June, 2014, as per which the Government employees are required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/S Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No. 31011/6/2002-Estt.(A) dated 02.12.2009) while undertaking LTC journey(s).
2. The matter has further been reviewed and it is clarified that the web-portal of authorized travel agents, namely M/s Balmer Lawrie & Company Ltd., M/s Ashok Travels & Tours and IRCTC will also be treated as an acceptable mode for purchase of air tickets on LTC. However, booking of air tickets through web-portals of these authorized agents would also be governed by the provisions of Department of Expenditure’s O.M. No. 19024/1/2012-E-IV dated 5th September, 2014 which are as under:
(i) No feel service charges (by whatever nomenclature), which are not included in the ‘tariff’ charged by Air-India/airlines, are required to be paid to the aforementioned authorised travel agents.
(ii) As far as possible, air tickets on Government account may be obtained directly from the Air India/Airlines (booking counters/offices/websites) and if obtaining tickets directly from Air India/Airlines is not possible, should the services of authorised travel agents be availed of.
3. All Ministries/Departments are advised to bring these guidelines to the notice of all their employees.

Subject : Nomination of Stenograpehrs Grade D in pursuance to the Stenographers Grade C & D Examination, 2013 – return of dossiers– reg.

The undersigned is directed to refer to the OM of even no. dated 21.08.2014 on the subject mentioned above and to say that it has been decided that the successful candidates of Stenographers Grade C & D Examinations would henceforth be required to successfully complete the mandatory Induction Training programme under Cadre Training Plan (CTP) for the officers/officials of CSSS to be conducted by ISTM before their nomination to the cadre units. The process has been Initiated w.e.f. the SLY 2013 itself, As the Induction Training for Stenographers Gr. D is mandatory under CTP, no candidate would be allowed to join the nominated cadre without undergoing the said training.


2. As the cadre units are aware, 157 successful candidates of Stenographers Grade C & D Examination, 2013 conducted by SSC have been nominated to the cadre units vide the above mentioned OM dated 21.08.2014. The cadre units may have initiated the process of character verification, medical examination etc. of the candidates nominated to them. In view of this, the cadre units may monitor the process of character verification etc. and complete this process on top priority. On completion of the process. preferably before 10th October, 2014, the cadre units will furnish the necessary documents to this Department so that these candidates could be nominated for the induction training programme to be commenced in the second
week of the month of November. 2014. These candidates will be asked to report to the Course Coordinator, ISTM for the Induction Training. Only after successful completion of the Induction Training Programme, the candidates will be permitted to join the respective nominated Department.

3. In view of the above, the concerned cadre units are requested to send back the dossiers of the successful candidates by nominated to them, vide OM of even No. dated 21.08.2014, to this Department immediately for their onward transmission to ISTM. The dossiers, along with copies of the correspondence, must be delivered to this Division immediately by special messenger only.

4. This may be given top priority.

Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2013-14 – Finance Ministry Orders

OFFICE MEMORANDUM

Subject :- Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2013-14.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2013-14 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. 


The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:

(i) Only those employees who were in service as on 31.3.2014 and have rendered at least six months of continuous service during the year 2013-14 wIll be eligible for payment under these orders. Prorata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments In a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non.PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/304=Rs.3453.95 (rounded off to Rs.3454/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the ComroIler and Auditor General of India.

Karnataka govt keen to constitute 7th pay commission for govt employees

MYSORE: Chief minister Siddaramaiah on Friday said that the state government is positively inclined to constitute seventh pay commission for state government employees in addition to providing various facilities to them on the lines of central government. 

Addressing state level government employees conference here, he said the employees are demanding the government to constitute new pay commission, but you should know that state government has implemented the recommendations of the sixth pay commission in 2012 and there is time till 2017 for constitution of the new pay commission. 

As there is pressure from the experts to prepare from now itself to constitute the new pay commission government is working in that direction, he said adding that soon the state government may come out with a decision on the constitution of new pay commission. "However we are determined to provide facilities to the state employees on the lines of central government," he said.

Dearness allowance hiked by 7% for central government employees

New Delhi: Government today approved 7 percent hike in dearness allowance (DA), taking it to 107 per cent of basic pay, a move that will benefit around 30 lakh central employees and 50 lakh pensioners including dependents.

"The Union Cabinet chaired by Prime Minister Narendra Modi, today gave its approval for the release of an additional instalment of DA to general government employees and Dearness Relief (DR) to pensioners with effect from July 1, 2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise," a press statement said here.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission, it said.

The combined impact on the exchequer on account of both DA and DR would be about Rs 7,691 crore per annum and Rs 5,127 crore respectively in the financial year 2014-2015 (for eight months -- July, 2014 to February, 2015), it added.

As per the practice, the dearness allowance is worked out on the basis of 12 month average of Consumer Price Index for Industrial Workers (CPI-IW).

The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 was 7.25 per cent.

Therefore, the central government decided to hike dearness allowance for it employees by 7 per cent.

The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.
