ECHS Smart Card facility will be extended to the spouses of war disabled/battle casualty/disabled veterans.

1. Further to this office letter No 13/29701-PR/AG/ECHS dt 04 Jun 2010, B/49711/AG/ECHS dt 29 Mar 2011 and B/40701-PR/AG/ECHS dt 12 Dec 2013.
2. Many of war disabled/battle casualty/disabled veterans are unable to visit the ECHS Polyclinics and their spouses are required to attend in their place to procure the requisite medicines and seek doctor’s advice. Some of them are required to wait long hours. Many of these spouses cannot afford to leave their husbands unattended and invariably take the unavoidable step of ignoring the necessary continued treatment.
3. Even when both the injured war disabled/battle casualty/disabled veteran and his spouse visit ECHS Polyclinic together needing to be seen by the doctor separately, the fact of immediate medical treatment is defeated when the veteran is required to wait long hours for his spouse.
4 This becomes more important for other ranks where many spouses are illiterate and unable to fend for themselves.
5. In view of above, it is directed that white ECHS Smart Card facility will be extendedto the spouses of war disabled/battle casualty/disabled veterans. All Polyclinics will give priority to these veterans for registration, consultation, referrals and issue of medicines.

             With reference to the above mentioned subject the undersigned is directed to draw attention to paragraph (c) and (d) of the Office Memorandum of even No dated the 25th August 2014 and to state that in response to the representations received from CGHS beneficiaries in this regard , it has now been‘decided by the competent authority to withdraw the provisions under para (c) and para (d) of the Office Memorandum No 2-2/2014/CGHS HQ/ PPT/CGHS(P) dated the 25th August , 2014 [view] and to restore the status existing prior to the issue of above stated OM dated the 25th August, 2014.
In other words medicines under CGHS can be issued for up to 3 months at a time in chronic diseases on the basis of a valid prescription and for up to 6 months for those beneficiaries who are going abroad, as was the case prior to issue of OM dated 25.8.2014.

CIRCULAR
Subject : Non submission of Boarding Pass for settlement of T.A. Claims
Difficulties have been expressed by various quarters in production of original boarding passes along with T.A. Claims from time to time. The matter has been considered and it has been decided with the approval of the competent authority that in order to simplify the procedure of settlement of T.A. Claims, the condition of submission of Boarding Pass alongwith settlement of T.A. claim is dispensed with.
2. However, the officer concerned, preferring Travelling Allowance, will have to attach an undertaking along with T.A. claims that the journey, as mentioned therein, has actually been performed by him/her. Other requirements, as per the established procedures will continue to be followed.
3. Notwithstanding above, in case of extreme doubt, the controlling officer may be asked to verify the genuineness of the claim.
4. Air tickets should be purchased only from the authorized travel agent of this Deptt. i.e. M/s Balmer Lawrie & Co. Ltd and at the cheapest rates after comparing the available fare from the websites of travel agents of repute. If cheaper rates are available directly from Air India, the same can also be bought.
5. The frequent flyer reward points from Air India may only be redeemed for the official tours of the Deptt.
6. This issues with the approval of Secretary (P).

Revision of pension of pre-1996 pensioners – inclusion of Non-Practicing Allowance (NPA) for revision of pension of retired medical

Subject :- Revision of pension of pre-1996 pensioners – inclusion of Non-Practicing Allowance (NPA) for revision of pension of retired medical
officers w.e.f. 1.1.1996.
The undersigned is directed to say that in this Department’s OM No.45110/98-P&PW(A) dated 17.12.1998, it was provided that pension of all pensioners irrespective of their date of retirement would not be less than 50% of the minimum of the revised scale of pay introduced w.e.f. 1.1.1996. In this Departments OM No.45/3/99-P&PW(A) dated 29.10.1999, it was clarified that in the case of retired medical officers, Non-Practicing Allowance (NPA) was not to be added to the minimum of the revised scale of pay as on 1.1.1996 for stepping up of the consolidated pension/family pension to 50% / 30% respectively, in terms of the OM dated 17.12.1998.
2. In its judgment dated 27.11.2013 in Civil Appeal No.10640-46/2013 and other connected matters, Hon’ble Supreme Court has observed that in accordance with Ministry of Health and Family Welfare’s OM No.45012/11/97-CHS.V dated 7.4.1998, NPA counts as pay for all service benefits including retirement benefits. Hon’ble Supreme Court has further observed that clarification issued vide this Department’s aforesaid OM dated 29.10.1999 is legally unsustainable. Hon’ble Supreme Court has directed to recalculate the pension payable to the Applicants (i.e. pre-1996 retired medical officers) by adding the element of NPA. The Review Petitions filed by the Government against the above mentioned judgment have been dismissed by Hon’ble Supreme Court on 31.7.14.
3. It has now been decided, in consultation with Ministry of Finance, Department of Expenditure and Ministry of Law, Department of Legal Affairs to implement the judgment dated 27.11.2013 of Hon’ble Supreme Court in CA No.10640~46 of 2013 and other connected matters. Accordingly, in the case of pre-1996 retired medical officers, NPA @ 25% shall be added to the minimum of the revised scale of pay as on 1.1.1996 corresponding to the pre- 1996 pay scales from which the pensioner had retired, in cases where consolidated pension/family pension was to be stepped up to 50% / 30% respectively of the minimum of revised pay-scale in terms of OM No.45110/98-P&PW(A) dated 17.12.1998 read with OM No.45/86/97-P&PW(A) (Pt.) dated 11.5.2001.
4. This issues with the approval of Ministry of Finance, Department of Expenditure vide their I.D. No. 518/E-V/2014 dated 29.9.2014.

Uploading of RTI replies on the respective website of Ministry/Department

Subject: Uploading of RTI replies on the respective website of Ministry/Department.
Attention is invited to DOPT’s guidelines on suo motu disclosure issued vide O.M. NO.1/6/2011-IR dated 15.4.2013 whereby Public Authorities have an obligation to proactively disclose RTI applications and appeals received by them and their responses on their websites.
2. In order to facilitate uploading of RTI applications/appeals received and their responses on the website, a new feature has been added to the CPIO/FAA’s module on the uRTI online” portal on pilot basis for DOPT. This feature provides an option to the CPIO and FAA to upload the reply to RTI application and first appeal respectively on the website of the Department.
3. This feature is now being extended to other Ministries/Departments of Government of India. For displaying the RTI applications received in the Ministry/Department and the reply furnished thereof, by the use of the said feature, web services would be provided through a URL to each Ministry/Department by NIC/DOPT. The concerned Ministry/Department needs to consume this web service (by writing a program) to display the desired contents on its respective website. Accordingly, it is requested that the Ministries/Departments may contact NIC/DOPT (Shri Y. V. Ramana and Shri Manu Garg, Scientist ‘D’/NIC – Ph- 23040281) for this purpose. An immediateaction is requested so that the facility to upload the reply to RTI application and first appeal respectively on the website of the respective Ministry/Department may
be started w.e.f. 31 st October, 2014.
4. It may be noted that RTI applications and appeals received and their responses relating to the personal information of an individual may not be disclosed, if they do not serve any public interest.

Subject: To start in-house Weekly Training in all Ministries/Departments
In this era of rapid transformation and heightened expectation of prompt and effective public service delivery, Government has initiated a number of reform strategies/steps aiming at improving the Knowledge, Skill and Attitude (KSA) of its employees thereby empowering them to function in citizen-centric manner. The effectiveness with which the new policies are implemented will largely be dependent on the quality of civil service administration and the ability of its members to operate effectively in the changed environment. This requires a continuous focus on training of employees, who are our most important asset. An important part of valuing and managing them effectively is to ensure that they have access to relevant, high quality, accessible and on-going training.
2. At present, the senior civil servants are exposed to a number of training programmes at different stages such as induction training, mandatory mid-career training, in-service training etc. These trainings are mostly organised service wise and within services at same level. Perhaps there is no training being imparted at Ministry/Department level covering all its Group B and C employees on same subject.
3. A need for starting in-house training in each Ministry/Department was emphasised by the Hon’ble Prime Minister during the presentation of the Ministry of Personnel, PG & Pensions on 12.09.14. Such training session in each Ministry/Department should ideally have 45 persons and should be for duration of one hour to be held on weekly basis. Subjects and master trainers could also be identified in-house for this purpose.
4. The objective of an hour in-house weekly training is to provide training to all employees of the Ministry/Department on a regular basis without dislocating their work. This being in-house training, there may not be any additional financial burden as well. The Departments would be free to choose training topics as per their requirements and utilise in-house expertise for imparting training. This will also help in achieving the National Training Policy 2012 objective of training of all employees.
5. Following the directions of the Hon’ble Prime Minister, the Department of Personnel & Training has started in-house weekly training for its employees which was inaugurated by the Additional Principal Secretary to PM on 9th October 2014. All officials from LDC up to Under Secretaries will be nominated in batches of 45-50 and the training will be conducted every Wednesday from 10.00 am to 11.00 am. You or your representative can attend this training after giving prior intimation, so that your Ministry/Department is familiarised to start in-house training.
6. Accordingly, all Ministries/Department are requested to start hourly in-house weekly training for their employees up to Under Secretaries immediately. In case the Ministries/Departments require training module on a particular subject to be developed/ procured, they may either contact the Institute of Secretariat Training & Management (ISTM), New Delhi or get it sourced through their own training institutes. The tentative learning schedule of DOPT is enclosed. If any assistance in this regard is required, kindly let DOPT know.
7. It is also requested that action taken may be informed to this Department for apprising the PMO.

PF की जानकारी हर हाल पहुंचेगी आप तक
मुंबई। आपके पीएफ की जानकारी अब हर हाल में आप तक पहुंचेगी। क्योंकि इसकी तैयारी कर्मचारी भविष्य निधि संगठन (ईपीएफओ) ने कर ली है। ईपीएफओ से जुड़े करीब चार करोड़ लोगों को पीएफ की जानकारियां जल्द से जल्द ऑनलाइन ही मिलने लगेगी
16 अक्टूबर को ईपीएफओ अपने एक पोर्टल का उद्घाटन करेगा। इस पोर्टल के जरिए सभी कर्मचारी अपने पीएफ अकाउंट को ऑनलाइन खोल सकेंगे। साथ ही पल-पल की जानकारियों पर नजर रख सकेंगे। यही नहीं, कर्मचारियों को इससे औऱ भी बहुत से फायदे होंगे। कर्मचारियों को एक पासवर्ड और यूजर आईडी दी जाएगी।
इसके माध्यम से अपने पीएफ से जुड़ा रियल टाइम डाटा कर्माचारी बड़ी आसानी से देख सकेंगे। इसके अलावा कई कम्पनियों की धांधलियों पर भी रोक लग सकेगी। इससे यह भी पता लगेगा कि कोई कम्पनी अपने कर्मचारियों के पीएफ के पैसे अकाउंट में डाल रही है या नहीं।
