Dearness Allowance hiked by 8%


New Delhi: The Union Cabinet on Thursday approved a proposal to increase dearness allowance (DA) by 8 percent to 80 percent from existing 72 percent.


The move will benefit about 50 lakh employees and 30 lakh pensioners of the central government. 


The hike would be effective from January 1, 2013 and the employees and pensioners would be entitled for arrears.


Decision on hiking DA was deferred on April 2 as the Finance Minister was not present.


The government had hiked DA to 72 percent in September last year, which had come into effect from July 1, 2012.

35 Women Employees from Railways Honoured for Outstanding Performances




Railway Women’s Welfare Central Organisation (RWWCO) Organises Women’s Day Function cum Golden Jubilee Celebrations 

Thirty Five outstanding women  mployees of Railways were honoured on the occasion of Women’s Day function cum Golden Jubilee celebrations organized by Railway Women’s Welfare Central Organization  RWWCO), an apex body of the chain of Women’s Welfare Organisations spread over all Indian Railways, here last evening. Smt. Madhu Bansal (who is the wife of Railway Minister Shri Pawan Bansal) was the Chief Guest and Shri Vinay Mittal, Chairman, Railway Board was the Guest of Honour at the function. The programme was organised under the guidance of Smt. Poonam Mittal who is the President of RWWCO. Also present among others were Railway officials, staff and their families. 
Speaking on the occasion, Smt. Madhu Bansal said that the women in India have emerged as great achievers in all walks of life and time and again proven their capabilities and mettle. She said that it is heartening to know that women employees in Indian Railways have shown outstanding performances in various fields. Referring to the RWWCO, Smt. Madhu Bansal said that this organization has completed 50 years of selfless service and has been in the forefront of social welfare activities not only for railway families but also for the nation as a whole. She congratulated Award winners.

NORTHERN RAILWAY HONOURS SIX EMPLOYEES THROUGH SAFETY AWARDS



In keeping with the practice of honoring employees, whose alertness and prompt action have resulted in averting a possible accident, through Safety Awards, Northern Railway honoured the services of six of its employees through Safety Awards at a ceremony held at Northern Railway Headquarters Office, Baroda House, New Delhi on 01.04.2013. The Safety awards were presented by Shri V.K.Gupta, General Manager, Northern Railway. Also present on this occasion were Sh. Gyan Prakash Srivatsava, Chief Safety Officer, Northern Railway and the Principal Heads of all departments of Northern Railway.

The six employees who were felicitated by the General Manager for their services are: Sh.Kanhaiya Lal, Loco Pilot, Lucknow Division; Shri Ramesh Kumar Yadav, Assistant Loco Pilot, Lucknow Division; Shri Raj Kumar Jha, Station Master, Moradabad Division; Shri Ram Sej, Assistant Station Master, Moradabad Division; Shri Sudesh Monga, ESM, Delhi Division &Shri Nukul Sagar, Head Cleaner, Delhi Division.

Attentive working enabled Sh.Kanhaiya Lal- III Loco Pilot, Faizabad of Lucknow Division apply the emergency brakes in time on 15.02.2013 when he was working in a Passenger train. He observed that one tractor trolley was tress passing near railway track. Through timely action and quick application of mind, a serious accident of passenger train with tractor trolley has been averted & enabled to save the lives of road users as well as prevent damage to railway property. .

Similar diligence enabled Shri Ramesh Kumar Yadav, Assistant Loco Pilot, Faizabad of Lucknow Division avert a major level crossing accident when he was working on Passenger train. He noticed some obstruction on the track and immediately applied emergency brake. When the train stopped, he observed that one tractor trolley was entangled on the track while tress passing near railway track. Through his quick action in slamming the brakes, the train could be stopped just in time.

Going beyond his brief of duties, good diligence and presence of mind enabled Shri Raj Kumar Jha, Station Master, Shiv Haran Matlabpur of Moradabad Division to avert a major derailment/accident enroute of train with high speed on 08-09.02.2013. During the inspection, he observed that one axle Box in the train was producing smoke and flame. He immediately informed to Control office and also informed to next station Seorara under exchange of private number for stopping the train. Quick relay of this information to the driver of the next incoming Express train and prompt attendance to the problem avert a possible major accident of the Express train.

Similar meticulous observance of duties enabled On 12.03.2013, Shri Ram Sej, Assistant Station Master, Bhagoli to detect one axle box in the train smoking. He immediately informed to Control office and also informed to next Station Master. Quick action by stopping the train and isolation of the affected coaches averted a possible accident.

Attention to detail, presence of mind and intense concentration to duties even at midnight hours by Shri Sudesh Monga, Electrical Signal Maintainer/ Chipyanabuzurg of Delhi Division noticed that someone opened both fish plates and also the positive rail bond wire was broken on 17.3.2013. This led to break integrity on lines and calling on track circuit. Shri Monga reacted quickly & undertook remedial measures for a track circuit failure personally and inspect the site in the midnight hours. Quick restorative action by the P. Way staff enabled the Railway to avoid a possible accident.

Diligent inspection enabled On 15.01.2013, Shri Nakul Sagar, Head Cleaner working at H.Nizamuddin of Delhi Division to avert fire in the coach. He found thick smoke from the seat of the coach and immediately acted and called his fellow staff to extinguish the fire.

The meritorious contributions of all the above named staff were highly appreciated by the General Manager.

GENERAL PROVIDENT FUND – Withdrawal from the General Provident Fund – Maximum limit – Amendments to rule 15-B of General Provident Fund (Tamil Nadu) Rules – Issued – Notified.
Read the following:-
   1. G.O.Ms.No.33, Finance (Allowances) Department, dated 21.01.1992.
   2. G.O.Ms.No.381, Finance (Allowances) Department, dated 30.09.2010.
   3. From the Accountant General Letter No.Pr.AG (A&E) / FMI / I / 2012-13 / 145468 / 141, dated 26.10.2012.
ORDER:
   The following Notification will be published in the Tamil Nadu Government Gazette.

NOTIFICATION
   In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling the Governor of Tamil Nadu hereby makes the following amendment to the General Provident Fund (Tamil Nadu) Rules.
AMENDMENTS
   In the said Rules, in rule 15-B, in sub-rule (1), for the provisos, the following provisos shall be substituted, namely:-
   “Provided that in no case the maximum amount of withdrawal for the purposes specified in clauses (a), (b), (c) and (h) of rule 15-A shall exceed Rs.5,00,000/- (Rupees five lakh only) or 75 times of the monthly pay, whichever is less:
   Provided further, that in no case the maximum amount of withdrawal for the purposes specified in clauses (d), (e), (f) and (g) of rule 15-A shall exceed Rs.9,00,000/- (Rupees nine lakh only) or 75 times of the monthly pay whichever is less:
   Provided also that in the case of a subscriber who has availed himself of an advance under the Scheme for the grant of advances for house building purpose, sponsored by the State or the Central Government or the Public or Private Financial Institutions, the sum withdrawn under this sub-rule together with the amount of advance taken under the afore-said Scheme or the assistance taken from the above said sources shall not exceed Rs. 25,00,000/- (Rupees twenty five lakh only).”

Decision on hiking dearness allowance deferred



NEW DELHI: The government on Tuesday deferred a decision on hiking dearness allowance (DA) of central government employees to 80 per cent, from 72 per cent at present. 

An increase in DA would have benefitted about 50 lakh employees and 30 lakh pensioners. 

"The proposal on DA has been deferred as the Finance Minister was not present," Information and Broadcasting Minister Manish Tewari told reporters after the Cabinet meeting chaired by Prime Minister Manmohan Singh here. 

Finance Minister P Chidambaram is on an official visit to Japan. 

A hike in DA has been proposed with effect from January 1, 2013, according to sources. 

The government had hiked DA to 72 per cent in September last year. The increase was with effect from July 1, 2012.

The Confederation of Central Government Employees has demanded merger of up to 50 per cent DA with the basic pay and setting up the seventh pay commission at the earliest. 

As per the practice, the DA is merged with basic pay when it breaches the 50 per cent cap. This helps employees get higher allowances as those are paid as proportion to the basic pay.
